Summary
The intertidal zone around the Waikato Region's coastline was flown and aerially photographed in 2001-2002. These aerial photographs are used to map habitats and identify areas of high biodiversity. Further details are given below:
Colour digital orthophotography covering the Waikato region. The aerial photography was flown between October 2001 (most of the region flown in 2001/02 summer) and October 2002 (Coromandel, Taupo). The digital orthophotography is referenced to the New Zealand Transverse Mercator projection with the NZGD2000 datum. The digital orthophotos are designed to be used at a maximum scale of 1:5000.
Members of the Consortium, to be known as Waikato Aerial Photography Syndicate (WRAPS) 2001, are as listed: Department of Conservation (Waikato Conservancy), Franklin District Council, Hauraki District Council, Matamata Piako District Council, Otorohanga District Council, South Waikato District Council, Thames Coromandel District Council, University of Waikato, Waikato District Council, Waikato Regional Council, Waipa District Council, Waitomo District Council.

4. Data acquisition information
Collection Date
The aerial photography was flown between October 2001 (most of the region flown in 2001/02 summer) and October 2002 (Coromandel, Taupo).
Methodology
The 24 bit colour aerial photography was flown at 20,000 feet with zero cloud cover and a sun angle of >= 40 degrees. A LH Systems RC 30 camera with 152 mm focal length was used. These specifications produced a contact print scale of 1:40,000. The aerial photographs were scanned at 12.5 µm (0.5 metre resolution) then resampled to 1.0 metre final resolution. Each image was corrected for lens distortion, image tilt and terrain distortion by using a high order photogrammetric orthophoto process. Each digital orthophotograph covers an area of 2,400 m EW and 3,600 m NS. The digital orthophotographs are feather mosaiced to allow the generation of an image mosaic. The digital orthophotographs were supplied to Environment Waikato as georeferenced TIFF files.
The raw tiffs were converted to jpeg format by Environment Waikato for improved performance in Geomedia. Each digital orthophoto tile has seven internal overviews. The WRAPS digital orthophoto tile naming convention (BD33_0102.tif) is based on the NZTM naming convention, that is nztmsheetnumber_rownumbercolumnnumber.extension.
Frequency of collection:
This dataset is a snapshot in time between October 2001 and October 2002. It complements the WRAPS 1992 dataset (DOC # 615123). Environment Waikato and/or WRAPS may update the dataset in the future.
5. Data quality information
Known Limitations
Data quality:
There have been four types of checks on the digital orthophotography supplied so far.
1) Settings Check: confirmed that the digital orthophotography was supplied with the agreed settings (contrast, colour etc).
2) Quality Standards Check: a random sample of 20 digital orthophotographs was checked against the quality standards as stated in Section E, Appendix 2 of the Professional Services Contract (consistent radiometry, foreign artefacts/scratches etc). The sample conformed to the standards.
3) Accuracy Check: the Contract states that horizontal accuracy of the digital orthophotography is to be +/- 3.0 metres at 90% confidence. Terralink have provided samples of the differences between their GPS control points and the same points on the digital orthophotography. These samples meet the specification.
4) Independent Accuracy Check: 18 sample points were chosen that could be resolved to +/- 1.0 metre (+/- 1 pixel) on the digital orthophotography. The points were spatially distributed over 1300 km2 between 10 and 80 metres above sea level and were located in both urban and rural areas of varying land cover classes. These points were positioned with a differential GPS. All sample points were within 3.0 metres of their GPS 'real world' location (0.02 m to 2.53 m) with an average difference of 0.72 metres.

6. Distribution information
Format
Digital orthophotography is held by Environment Waikato in both soft and hard copy formats (when printed).
Digital Format:
The digital orthophotography is supplied as 24 bit colour georeferenced TIFF image files. Each image has an internal tile size of 2400 columns x 3600 rows of pixels. The digital orthophotography is also available in two compressed formats, MrSID (10 times compression) and JPEG (approximately 10 times compression). The JPEG images contain 7 internal overviews and are designed to be viewed in Intergraph's Geomedia software.
Applications
Locate areas that need further protection and/or management.
The digital orthophotography is designed to either provide a backdrop or be used for analyses in any spatial viewing system. It provides a photographic record of the geographic area at the time the aerial photography was obtained. It also acts as a 'moment in time' record of the land cover and land use. The digital orthophotography can have GIS vector data overlays, be draped over a DTM in 3-D software and can be exported to other windows applications such as Word and PowerPoint.
Availability
Terralink's guiding principle with regard to the WRAPS imagery states; "The WRAPS images are to be managed and made available by WRAPS members in such a way that no-one is able to download, copy and sell images to any third party that Terralink could otherwise have reasonably be expected to have an opportunity to sell the images to."
In essence, Terralink agrees to WRAPS members using the images for the purposes of doing their normal business, including electronic documents and on the Internet, with the proviso that;
the original images at source resolution are to be limited to one square kilometer in digital format (this does not apply to digital transactions between WRAPS members as they already have the source data)
areas larger than one square kilometer may be used in digital format as long as the resolution of the image is downgraded to a resolution of 300 DPI.
WRAPS members are to check with Terralink if there is any uncertainty for specific releases of image data.
A set of 1:40,000 contact prints (30% overlap) are held at Environment Waikato on behalf of WRAPS members.
A DTM with a planar accuracy of +/- 3.0 metres and a vertical accuracy of +/- 6.0 metres at 90% confidence is available for purchase from Terralink International Limited. Environment Waikato has not purchased the DTM.
Sensitivity/Confidentiality:
The digital orthophotography, aerial photography and digital terrain model (DTM) are owned and copyrighted by Terralink International Limited. Environment Waikato is licensed to use this imagery (the digital orthophotography and contact prints and DTM if purchased) for the purposes of doing business. The copyright statement "Imagery sourced from Terralink International Limited" must be used with the WRAPS 2002 imagery.
WRAPS images published on the world wide web or included in any electronic documents that are sent external to Environment Waikato are considered "digital" data and are subject to "supply of digital data to third parties" restrictions. Images showing an area greater than 1 km2 cannot be published on the internet or an extranet (but can be used on an intranet), nor can they be included in any electronic format that is available external to Environment Waikato.
